Help Picking Out A D-SLR, Suggestions?

I'm turning 15 in October and I'm a photographer. I want a new camera but I don't know what kind I should get. My budget is $500 to $700 and I prefer top camera brands only (Canon, Nikon, Sony, Olympus, Lecia ETC.). My current camera is a Kodak z990 and it will be my long range shooting camera since telephoto lenses are not cheap. So if you have a good camera for me than give your suggestions and I will be happy to read them.

Why is my Nikon's charge light flashing rapidly when i try to charge it?

When I try to charge my Nikon P510, it's charge light is flashing rapidly, not slow like the manual said. I'm kind of worried something is wrong with it. I got it over the summer in June. Does anyone have any ideas of what I can do? I'd really appreciate it.

What's the highest aperture you can get on a standard zoom lens for Nikon SLR?

I've been looking around for a standard zoom lens, something similar to a 12-60mm, that has a high apeture. It seems the highest f stop is 2.8, does a standard zoom lens exist with an f stop of 1.8 or 1.4, or am I just dreaming…

Which camrea is good, Nikon or Cannon?

I just recently thought about buying my first actual camrea. I'd like to be a photographer in the future, but as for right now, I just want a good camrea that is either Nikon or Cannon for practice. I want something that can make the background blurry, but a person or something at the front of the picture is sharp.

I've been wanting to take actual pictures than off my phone. Which camrea brand is good, Nikon or Cannon? I don't want it to be brand new like this year camreas, BUT I do need a little help with different numbers or whatever that is since I don't know what's the difference and why that camrea is better than one same camrea, but different futures.

Nikon 1 J1 or the traditional SLRs for beginners?

So, I'm a teenage girl who wants to take good pictures and maybe some videos. I'm not looking for pro-kinds of camera, I just want gorgeous and vivid photos. I've see the pink version of the Nikon 1, but it's not a DSLR. I like DSLRs but they all come in blacks. I'm so confused.

Opinions on Nikon Scope base?

Does anyone here have any first hand experience with the Nikon M223 scope base, which has 20 MOA of built in elevation to facilitate long range scope shooting?

Thank you for your constructive advice!

Added (1). ETA: I have looked at the Leupold Mk4 IMS system and the Nikon M223 for mounting a scope on my AR match rifle for 1, 000 yard matches. Unfortunately, being on pension and disability, I have to watch expenditures. The Leupold lists for over $300 once you factor in the base, the rings, and the 20 MOA insert, which via Brownells or Midway can be obtained for about $160 (complete), where as the Nikon base with the built-in 20 MOA can be had for about $100. Once it is "sighted in", it will be on the rifle for (at the moment) no more than 6 matches a year, when iron sights will be used most often. "Quick detachable" is not a priority, just that it not be a major league process requiring a team of gunsmiths to accomplish!
