This question is best asked in the diving forums. You need someone with actual experience.
Once you get the expensive housing, you'll need external light. Good setups have 2 strobes mounted on booms to offset them from the camera. Make sure your housing supports the electrical connections to the strobes. Underwater photography can get expensive.
You don't state a budget. An underwater housing for the D3100 costs between $700 to about $1,000.
Then you will need at least to underwater strobes.
