Is this a telephoto camera lens?

I need help finding out if this is a telephoto lens or not. It is an AF-S Nikkor 55-300mm 1:4.5-5.6 G ED
and it also says DX SWM VR ED HRI 1.4m/4.59 ft

How do you know if it is a telephoto lens or not?

Is my Nikkor 50mm f/1.2 broken? (stuck on f/16)?

I just got a used Nikkor 50mm f/1.2, and it is in astounding condition. But when I tried to use it, I can't open up the aperture wide for some reason, and it's stuck on a small aperture (my guess is f/16). I used both the aperture ring and the lever on the mount (sorry, don't know what it's called) but I can't change the aperture from f/16 no matter what I do. The lever on the back, at the mount won't budge at all, and when I turn the aperture ring, it goes from f/1.2 to f/11, but it can't go to f/16 for some reason. I understand this is a pretty valuable lens, and I really want to use it, being the fastest Nikkor lens. Is it broken, or am I doing something stupid? If it is broken, is there a way for me to fix it?
Here are 2 videos to try to help you guys help me. In both, I'm turning the aperture ring and trying to budge the lever on the mount. One is shot with a wide angle and the other shot with a macro to (hopefully) help you guys get a more detailed look at it. Thanks!

You're implying it's broken then? I have a camera repair shop near me that does dslr lenses (California Precision Service Inc.) but they're closed at the moment. Any idea around how much it should cost? Should I send it in the someone, or find a local repair shop?

I bought a Nikon n65 SLR for a photography class?

& it came with Tamron AF 28-80mm F/3.5-5.6 lense. I know nothing about cameras & when i got home i read that tamron lenses are horrible. Is this true? Will i be able to take nice pictures? I really want a good grade in this class!

Is this normal for an AF Nikkor 70-300mm lens?

Last week I bought a used AF Nikkor 70-300mm 1:4-5.6G lens from Adorama. It arrived today, and while it seems to be in great condition with only a few cosmetic blemishes I've noticed that when adjusting the focus manually it makes a sort of whirring/grinding noise. I'm not talking about the noise the autofocus motor makes; I was expecting that to be louder than my AF-S kit lens. Is this typical operation for this lens, or should I send it back for a replacement?

Added (1). Going to a camera store really isn't an option. The nearest one is more than a two hour drive.

Added (2). But I'm NOT talking about the noise the autofocus motor makes… Like I said, I know the AF lenses are louder than AF-S lenses are. The noise happens when I'm adjusting the focus after zooming in on a subject.

Sigma or Tamron 70-200mm?

I wanted to get some opinions from some of you. I only own Nikon lens, but can't afford the 70-200mm 2.8 price for Nikon. I was wondering if you would recommed Sigma or Tamron? I can't decide which one to go with.

Nikon N65, thoughts on it?

I just started film photography and I bought the Nikon F801 but something was wrong with it so I switched to the Nikon N65, I have heard good thoughts on it but was wondering if someone who is familiar with film photography, better yet familiar with the Nikon N65 to help me out, give me tips.

I got the camera for a good deal, but is it really any good? If you own the camera, are the kit lens that come with it good?

If you have pictures taken with the NIKON N65 + KIT LENS that would be so fantastic! I'm so lost with the camera I'm not sure if it is good or not, or if the camera takes good pictures, or what film works best with it? Thank you so much.

Added (1). Wow, thanks Paul R. That was super helpful! I think I might get the nikkor lens you recommended me, what is is the difference between the nikkor 50mm lens 1.8, 1.4 and what not? I'm sorry I'm new to this. Also, what would you recommend for good film for close up in B&W?

Vibration Reduction, or twice as much light?

I'm contemplating on a new lens, and the Nikkor 24-70 F/2.8 looks good, but it doesn't have VR. Since it lets in twice as much light than an F/5.6, do I need Vibration Reduction?
