I need help finding out if this is a telephoto lens or not. It is an AF-S Nikkor 55-300mm 1:4.5-5.6 G ED
and it also says DX SWM VR ED HRI 1.4m/4.59 ft

How do you know if it is a telephoto lens or not?

55mm is about normal but yes, 300mm is definitely telephoto. Actually, about 70mm and up is considered telephoto.
