Alright, I'm 15 and I have become really into photography.

I just got a Nikon D3100, and I was wondering what are the best settings for taking pictures outside when the sun is shinning? Mostly pictures of people, because my sisters prom is coming up, and I want to know in advance so I know what I'm doing when the time comes.
I'm having some problems changing aperture in manual (M) mode. When I'm in Manual mode, I use the eyepiece, I can control the aperture. I then switch to live view because I want to take a video. I rotate the aperture wheel and nothing changes?
