I have no idea what to do, what should i spend on a camera?

So I love photography but I've only ever had a little $90 digital camera. I've used friends/families nice cameras and I don't put them down until they ask for it back. I'm saving for a camera because I've signed up for a photography class and I want a nice camera for that. I've asked a few people for suggestions and I've gotten lot's of different answers

So I've got a few questions on this.
If I've never had a nice camera, how much is ok to spend? I want to spend as little as possible but it's kind of hard.
is it ok to buy used cameras? On Amazon you can buy a Nikon D5000 for around $500 but that makes me nervous although Amazon is pretty reliable. So is it ok to buy a used camera on Amazon? And what's the difference between used and refurbished? Which one's better?
Any suggestions on which one of these cameras is better? Obviously the most expensive one but for in my situation.

Can i change shutter speed on a video?

I have a Nikon D5100 and I want to shoot a video but I need it to be blurred at some points, (like when you take a picture with slow shutter speed and there are lights coming out blurry). I tried changing the shutter speed but there's no difference. Any help?

Which camera lens for my Nikon DSLR?

I'm looking to buy a lens for my Nikon DSLR, it's a D3100 and I don't have a lot of money. I think I've narrowed it down to a 35mm AF-S or a 50mm AF-S. This will be the first lens I will be buying outside of the kit lens. I do very basic photography of my family, sometimes I like to take real close up pictures of my kids.

Which lens would you recommend for my situation? What about filter recommendations? If you've got a filter you love, let me know that as well!

DSLR and Camcorder or recording DSLR?

I have a Nikon D5000 but am thinking of selling it because it doesn't autofocus in videos or autofocus very well or fast when taking pictures. I'm thinking of getting a Sony A390L or A290L and get a Toshiba palm camcorder (camileo x200 or x400) OR getting the canon 1100d or 550d but the only thing I have against the canons are they may be slow to autofocus when taking a picture (do you know about this?) and the noise whilst recording. Thanks in advance.

Added (1). I know how to use my camera, maybe not to the ability of a professional photographer but I don't want or claim to be one. The main problem I have is FOCUSING WHILST RECORDING WHICH IT CAN'T DO. I like the Sonys because they focus BEFORE you start to press the shutter button down when taking a picture. Also I can't manually focus whilst I'm recording myself or whilst I'm away from the camera can I?

I have just recently become inspired and excited about photography after getting a camera as a gift. Few questions:
1. Can anyone recommend a good site to learn from to improve my photography skills/editing skills
2.Is there a site where I can submit my photos and receive feedback?

Accessories for the D3100?

I just got the D3100 a few weeks ago and am loving it. This is my first dslr, but I've played with some in the past.
Anyways, I'm wondering what kind of accessories I should buy for it.
I'm looking at getting a battery grip for it and some off brand batteries. I've been told that the batteries can be used with the battery grip, but will not work if you just put them into the camera itself.
I got a tripod, which is more than 10 years old. Should I get a new one?
I'm also looking for some flashes, but all the Nikon ones are pretty expensive. I was given an old Canon flash. Will that work with my d3100?
What other accessories should I get?

Added (1). The Nikon battery for the D3100 costs about $50.
The battery grip and off brand battery costs about $38.
You can't use the off brand battery without the grip.
I was just wondering if I should get the grip and off brand for cheaper or get the genuine Nikon one.

Added (2). Edit 2: Nikon does not make a grip for the Nikon D3100. I have to get from Neewer, which makes an aftermarket grip.
