My nikon d3100 camera had water splashed on it?
When i was at the beach it worked for a couple of minutes now it doesn't and the lens is all foggy what do you suggest i do

Sea water spells death for cameras! After the water dries out it leaves salt deposits that just carry on attracting water and corroding away any metal they come in contact with as well as shorting out the electronics.
Send it off to Nikon - they may be able to save it. Did the body get wet or just the lens? If just the lens you may get away with replacing it.
When I go to the beach my expensive DSLR kit stays at home and I take a small P&S.
Sounds like it was a lot of water.
But the above poster is correct - if it is salt water, it will start to corrode the various metals on the inside of your camera immediately - within seconds. Circuit board traces, metal mechanical items, screws, etc. The couple of minutes is probably your camera's remaining life before corrosion ruined it.
I think though - it would have to have gotten awfully wet for that to happen.
