The 18-55 is always the best first lens. It covers the most used focal lengths.
Then a 55-200 is a good second lens. A wide angle zoom. Or some wide primes or a 50mm prime.

Define "best"… Do you need to get really close up (macro) or get space pics (telescope mount) or really wide angle for fun skate vids… Or prime lens or tele lens… Or fast lens for not-so-good lighting use… Or something else…
Without knowing what you are using the camera for, it is difficult to know what will "best" meet *your* requirements.
