Is the Samsung WB1100F smart camera a good camera if you are a beginner?

Regardless of the camera, you will have to learn photography. Invest in yourself. Take a photography course or two. Here are a couple links to start your learning:

And there are certainly better cameras than any Samsung camera. Canon and Nikon have the best reputation, but Sony, Fujifilm, Pentax, Leica, and Olympus all make quality products. I wouldn't trust any company not on this list without some serious research.
