Built-in Macro, and lack of bulk rules out DSLRs - and they're the only cameras made by Canon and Nikon that are worth considering.
As long as you avoid Kodak, BenQ, Vivitar and GE (I'd also steer clear of Samsung), you'll get something half decent at a decent price.
The camera for you is the Fujifilm S4800. Not only does it have the manual camera controls for when you are ready, but it can shoot in fully automatic mode for now. It has what I consider an essential feature that many other cameras don't have and that is a viewfinder. Plus it shoots HD video and zooms 30x. And all this for around $150.
