The NIKON D3100 is the new model of the D3000 think the D3100 as a D3000 MK2.
Spec wise the D3100 has 4 more megapixels.
D3100 can reach ISO 12, 800 and the D3000 can only master 3200.
D3100 had live view and video recording (HD).

The D3100 has a better sensor, full HD video, and is overall just better, from the build to functionality.
