The Nikon D3100 still has a learning mode that can help beginners. If it has been used a lot, it may need a new battery. Rechargeable batteries will only recharge so many times and then they need to be replaced.

Oh, yes! It's still a great camera. Of course, you may want to check the batteries since they rechargeable batteries are good for a number of years but tend to lose their capacity to hold a charge; they also do have a lifespan, believe it or not. And it won't hurt to have an extra memory card, "… Just in case." I still recommend you read the Instructions Manual; if you don't have the Instructions Manual, get on the Internet and download a copy of the PDR version, and print out a hard copy to read and carry around. YOU will be amazed at all the great advise and suggestions it offers, and it explains the features, functions, operations and options so you'll know when and how to use them, and get better images. And, you know what? YOU can also take a shortcut to learning photography; yes, take a bona fide organized Beginner's Photography class… You'll learn more in 4-5 days than reading loads of books, magazines and through trial and error that is often discouraging and frustrating. Yes, it's a very, very nice camera. Check out Youtube.com and see their immense variety of instructional and tutorial videos on Photography; in fact, write Nikon D3100 in the Youtube search engine and enjoy learning all you possibly can about the camera.

Excellent. Get the 18-55 lens with it if possible.

No.

All dSLRs are bad for beginners but since they have to start somewhere, any dSLR will do, really. For best results, learn photography fast. For most satisfaction, get at least a mid-level model.
