Good beginner photography/video camera?

I was wondering if you have any suggestions for a beginner photographer taking pictures of nature (typically water) and of buildings and things like that. I also want the camera to be able to take videos - semi professional with editing software. I thought the nikon D60 was good for a beginner photographer but i'm not sure if it could take videos and if so i'm not sure it could take videos with editing software.
the budget should be around$400
