The least expensive Macro lens for your camera is the Nikon AF-S 40mm f/2.8 micro. Even then, it is way over your budget (about 4 times your budget), and it is really not good for insects. The 40mm focal length works fine for flowers and other intimate objects, but for insects you have to get too close - which will scare them off - or perhaps sting you.

The best lenses for insects are macro lenses in the 105mm range, but they cost almost twice of what your D5200 cost.

The Tokina 100mm f/2.8 macro would work for insects - but it will not autofocus on your entry level camera. But for macro you will usually be manually focusing anyway, so this will not be an issue unless you also want to use the lens for other purposes (mild telephoto, portraiture, etc). And that lens will cost about as much as your D5200.

The only thing you are going to get within your budget are junk macro filters, and you might as well save your money as they are no good.

The only acceptable macro filter are the Canon 300D filters, but even those are twice your budget.

You can buy extension tubes (make sure you get the ones that have electrical contacts in them) or filters, but eventually, if you are serious about macro, you have to buy a macro lens. Macro done right is not cheap.

Rather than getting the D5200, go for the D5100 and spend the extra on the lens. Go for the Nikon 85mm AF-S VR Micro lens. That will give excellent macro results and double as a great portrait lens.

The D5100 has most of what the D5200 offers except the 24MP sensor. You really don't need the extra resolution of the D5200. 16MP is plenty good enough for 20"x16" enlargements. Just how large do you need to go? The difference in body cost is at least 1/2 the cost of the 85mm Micro lens.
