Last time I checked they do. However, the card means nothing. The card is used by camera manufacturers to obtain useful marketing information only. Even if you never send the card in, you will still have a valid warranty because your receipt is what's required not any card in the box.

I haven't bought a lens recently, but they used to (and maybe still do) come with a card that is supposed to be sent in within ten days of purchase to get a 4 year warranty extension. If you don't send the card you still get the stanard one year warranty.
Probably their reward for getting you to send in the card is that once sent in it might invalidate some store return policies (which often range from 14 to 30 days), because a store might require all paperwork to be complete to do a return.
