A quick visit to Nikon's website will provide you with a list of items included with the 3100.

No. But you can buy one for $10 or so.

Only a very few cameras still come with memory cards, and for those that do the cards usually have very small capacities, so you would end up buying a second card anyways.
But the Nikon D3100, like 99% of the cameras sold these days - do not come with any memory card.
However, memory cards are cheap.
