What camera can I get for under $150 that's really good still?

I'm not a photographer, I just love taking pictures. It doesn't have to be all big and bulky, it can be digital. Nikon, Canon, Sony, etc. My budget is under $150, preferably even under $100 but $150 is my highest. I would like very nice and crisp pictures if that helps ahahaha. And could you list why, too?

Its touch screen and takes really good professional lookin photos(i don't have but sis does<3)

for one thing its waterproof. Its EXTREMELY cute and tiny. Pictures came out fairly decent from what i could see lookin through pics. Underwater pics are AMAZING with this camera. (best friend had it)
