Best Compact Digital Camera Under 150?

I'm looking for a digital camera that has about 12.0+ mega-pixels, takes pictures really fast, has HD recording and preferably a Nikon camera
i also looked into the Samsung dual view but it is 200 which is a bit too much for me
any model ideas?
