I need a new digital camera

I really need a new digital camera! It needs to take good to decent photos and I would like it to be water proof. My budget is from 100-150 or a little higher depending on how much I like the camera. If you have a recommendation please leave a link to the camera below. I also wanted to ask what camera brand is better than the others I know Kodak is terrible then there's Sony, canon, Nikon which are the most familiar to me. I know there are the goods and the bads of each brand but in general which is the best for digital cameras. Thank you for your time best answer gets 10 points!
