I'm going to LA in the summer. And i have a D5000. But i need a new some new lenses. I just wanna take mostly pictures of the sites. Some portraits. I'm pretty new to the photography world so any suggestions would be great!

Well, for portraits, get a 50mm f/1.4 for gorgeous bokeh
For capturing wide, get a Sigma 8-16mm
For tele, get a 55-200 mm Nikon VR

If you want an all round performance under a same package and really don't like changing lenses around, get a Tamron 18-270 or 18-250. Or Sigma 18-250. These will be the only lens you'll attach on your SLR except you are going a bit more extreme

Perhaps 18-105mm, 16-85mm. I think you'd prefer a zoom over a prime lens, but if you can, a 50mm f/1.8 or 35mm f/1.8 would be wonderful. But a zoom would still be better.
