Nikon D90 55-220mm lens focusing with close up pictures? Can you?

Okay so I have a Nikon D90. I have the 55-220mm lens. Can you take close up pictures with it? Or should I use the 18-105mm?

Close up? As in Macro? Neither will work. You need a macro lens for that kind of close work.

The focal length does not matter
What you need to shoot close up photos is a macro lens.
There are four macro lenses available for your camera
* 60 mm f/2.8
* 85 mm f/3.5
* 105 mm f/2.8
* 200 mm f/4
Which you buy has to do with your budget and the distance you need to be from the subject when shooting

As kit lenses go, probably the closest focusing is the 18-55mm (zoomed to 55mm), with Maximum magnification 0.31 x
The 18-105mm has a maximum magnification of 0.20 x
The 55-200mm has a maximum magnification of 0.23 x
To get closer (magnification of 1.00 x) you would need to get a true macro lens.

If you have both those lenses you can answer that question yourself. The whole point of a DSLR is that you can see what you will get, so try both those lenses and see which gives you the best results. Shoot a few tests - tests cost nothing in digital.
