As far as I know the D90 is not equipped with any internal memory, at least none intended for storing images, so assuming you actually meant SD/memory card, the answer would be no.
It's called an SD card not a SIM card. I owned a D90 before and you can't take pictures without an SD card in it.

What would be the point?
The only possible way you might do it is to tether the D90 to a computer using Nikon's $180 Camera Control Pro 2 software. But this is not a 100% guaranteed solution.
The D90 has an option to lock or not lock the shutter release when a memory card is not inserted. So it may be possible to do by tethering.
But you can buy a lot of memory cards for $180.
No, there's no internal memory. You need a memory card.
FYI cameras take memory cards and not sim cards.
