The key here is "AF-S" which means it has an autofocus motor built in, which means any camera will be able to use it, and also as it is compatible with full frame, it leaves no cameras out.

Yes. Anything with AF-S should work fine with your D5000.
However, the 18-200 might be a better lens. 28mm isn't really that wide on a D5000 since it has a crop sensor. The 18-200 is also cheaper, and you can use the money you saved to buy a 70-300 VR or a 55-300 to help you reach 300mm. You won't be doing 300mm too often on the 28-300mm anyways unless you shoot wildlife or something. And in that case, the 70-300 or 55-300 would deliver better performance.
