Most dSLR's are rated to 100,000 shutter actuations. That's not only pictures take. LiveView and sensor cleaning add to that count too.

You're talking about the shutter count… Not "shutters" but the shutter count. That's how many photos have been taken with a particular camera.

Modern dslr cameras, in particular Canon and Nikon, are rated to about 100,000 before they'll need a tune up so buying a dslr is a long term investment.

Used? I always advise against used gear unless you know the person selling it. Can you hold it and shoot with it and then upload and look at how it performs? Has it been roughed up? Wet? Has it always been stored in a bag or case when not in use? Has the battery always been pulled when the camera goes into storage? All of these are important questions, too many questions… Frankly I don't trust used gear.

A shutter count of 12000 is a pretty small number. You can expect around 100000 shutter cycles. Could be less, could be more. By the time you hit that number, you'll be ready for another camera body.

By shutter count, it is fine. Be sure to thoroughly check out the rest of the camera before separating from your cash.
