Camera on tripod. Camera on Manual. Shutter speed of 1 second and f/stop set to make the exposure correct. ISO - low. 100 or so.
.
The camera could be set on shutter priority and turned down to 1 second.
.
Here you could experiment in the shutter time going faster or slower. However, the faster the shutter speed - 1/15th and up, the pictures will have less and less blur and start looking like regular photos.
.
1/2 to 3 seconds should work but have your model stand as still, as you want them to be, till YOU tell them it's OK to now move.
.
You WILL need a tripod!

Two possible ways.

1) Put your camera on a tripod, and have your subject stand in frame as still as possible. Close your aperture as small as it will go (this will give you a longer exposure time). You might want to put a few and filters on to extend the exposure time even more. Tell your subject to stand still and use a cable release (or wireless remote) to open the shutter. Have other people walk/jog past your subject.

2) Put your camera on a tripod and have your subject stand in frame. Set your aperture to the smallest setting, and take a normal picture of your subject. Add a some and filtering, and change your shutter speed to create the same exposure as your first shot. Have some people run/walk past where your subject was standing, making sure to avoid the spot. Open the two photos in photoshop as a single image, as separate layers. Align the layers, and use a mask to put your subject into the image with the moving people.
