Great DSLR Camera recommendations?

I'm thinking of stepping up with my photography (Currently have a Canon PowerShot SX30 IS. I'm not TOO satisfied with the picture quality, haha). I honestly think I'm up for a more advanced camera. I've been taking photography for almost a year and a half. I'm thinking of getting a Nikon D3100 or a Canon EOS Rebel T3? I'm not very sure on which one to get. I promised myself not to spend more than 700 bucks as well!

What camera would you recommend? Any less expensive, yet great quality picture cameras you'd recommend as well? Any suggestions or things I should know?

What is your problem with quality? If you are having a quality issue on the SX30 IS chances are you are going to have that same quality issue on a DSLR. The quality of the images produced by your current camera should be outstanding.
I don't want to discourage you from getting a DSLR, but I want you to address what is causing the quality issue before you step up or you will not like your new camera much either.

Currently the Nikon D7000 is by far the most bang for the buck.

If you can bid right… You could probably get a Canon t2i off eBay for around $700

I have a Canon t2i… It is a Amazing camera. Never disappoints.

Nikon D3100 has higher max ISO, less noise, better video with manual controls in it and is simply just the best bang for your buck. The T3 is also good but I wouldn't be getting it. Note that image quality is the same, like on most DSLR cameras.

Honestly speaking. For learning purposes, i'll go with the Canon 1100D. Sure, the Nikon D3100 has better specs but it lacks of some 'learning' features such as bracketing. Canon also has a wide range support for lenses so i can buy almost any Canon lens without worrying if it'll autofocus or not. If i want camera with better specs, i'll go for more advanced camera like Nikon D7000 or Canon 60D
