Do you want the best or the cheapest? The ideas are not compatible.

The best all-around lens is the Nikon 18-200mm f/3.5-5.6.
But like all super-zooms, there are sharpness issues at the wider open apertures. But when you get to f/8, the lens works pretty good. For that reason, this is more or less a daylight lens.

It is a GOOD all purpose lens with decent quality.
Otherwise you get to chose if you want cheap or good.
If you want an all around with zoom I think there's an 18-200 that Ace likes and uses for a walkabout lens, but it's not cheap and will run you about $800 new and $700 refurbished. If you want to compromise some on quality? Sigma makes one for about $400 and if you want to compromise some more on quality Tamron makes one for about $250

All purpose lenses are few. The two single lens options are the 18-200 mm for the APS-C sensored cameras and the 28-300 mm for full frame Nikon cameras
