Are targus external flashed good?

I went to Target today and noticed an external flash for Canon DSLR cameras. The name of the flash brand is Targus, so when i got home i tried googling reviews, but no luck.i'd figure maybe someone can let me know if they are any good, and if they are worth buying. The flash was the targus electronic flash tg-dl80s pro for canon (there was another version for nikon).

No, generally they are junk. Won't do much better than the pop flash. I can't tell you much either. There's no real info on them, usually not a good sign. Anything called "professional" with no info selling real cheap is usually means it's junk for the people that don't know any better. Hey, it says pro? Ya know what I mean.

Just save up for a Speedlite 430EX. $250.

It is a rebadged Chinese junk flash. It's cheap, but it's too cheap. Don't waste your money.

If you must go inexpensive, the vivitar 285HV is a very good option at about $90 brand new. You have to do some of the work yourself with a flash like this, but it works well for what it does.

If you want E-TTL and all that fancy stuff, the least expensive flash I'd even consider is the Metz 36 in Canon mount. $110-$125 depending on seller. Next would be the Sigma 530 DG ST at $150.
