"real professional" dslr cameras cost $1700 (semi-pro) to $6000 (professional)
"entry level" DSLR Cameras can cost $350-$1700

With that said, you should be able to see that $350 for a camera is very cheap and cheap is kinda what you get. That does not include lenses.

The cheapest lens will usually run $125 with your decent quality lenses running $500-$800. You are obviously not interested in professional lenses but these can be very expensive.

The average person at low end should have either an 18-55mm and a 55-250mm lens or an 18-200mm lens. These cost from $150-$450.

Now to "cheap price like somewhere below $200"… You might be able to find a 10 year old worn out DSLR for under 200 on craigslist. Otherwise the cheapest and lowest end camera you can get new is probably a Canon XSi for about $450. You don't get very much camera for this price but it can take nice photos though.

The next part to DSLRs… IF you are not using post processing software to develop your photos then you might just be better off with a point and shoot. There's a reason you are calling a DSLR a "professional" camera.

I definetly recommend that camera. I used to have it and it worked really well especially for a beginning photographer. Also its super cheap!

I really suggest you start out with a decent point and shoot like a Nikon Coolpix s6100 (about $130) or something. It's pretty easy to use and has some nice features.
If you want something that's more professional, get a bridge camera. Nikon L120, Fuji HS10, Kodak z990, Fuji s3300, etc. They have more features than a point and shoot and some are on par with some beginner dslrs. They cost much less than a dslr and has a lens that's equal to the more expensive dslr lenses. The z990 has 30x zoom. Buying a lens of it's equivalent will cost a few thousand bucks.
I really don't suggest starting out with a dslr.

I bought a 10.2 mp Samsung pocket camera at Wal Mart for $150 that takes nice pictures.
I was just passing by the camera section there yesterday and glanced over and saw a 14+ mp Samsung for the same price.
The more the mega pixels the finer the picture.
Take your parent with you and shop for the best deal.

Sounds like you want a Digital SLR -- cameras with removable lenses and a mirror/viewfinder that allows you to look through the lens. A budget of $200 is small, but still do-able if you're willing to buy used. A Canon Rebel XT (also known as a Canon 350D) with a kit lens will give you everything you need to start off, and you can find one for around $240 shipped from KEH.com. KEH is a reputable online dealer that is highly respected in the photographic community, they offer a six month warranty on all their used equipment, and their prices are reasonable. Adorama.com and BHPhotovideo.com also have a good selection of used gear, they have a 90 warranty (if I remember correctly), and these are the top dogs in the photographic community for virtually any kind of photography gear. If you can't buy online, go into your local camera store. Tell them you want a DSLR with a lens, you're willing to buy used, and that your budget is around $200. My experience is that most camera stores that sell used gear will have /something/ that can work for you at around that price. For an 11 year old kid, I bet if they didn't have a used camera that they could sell you at that price, they'd probably be willing to make a few calls to other camera shops in the area and try to steer you towards one that'll work. That's just my personal experience from working at a used camera shop, your mileage may vary.
