How to take artsy-grainy-exposed photos?

On either a film camera, or my nikon d3100.
For example, I want to take pictures like this, but I'm not sure how to achieve that.

What do you mean by grainy? That photo doesn't look grainy in the slightest bit. If you're referring to the background that would be aperture settings. Set your aperture to the lowest f-stop to active a shallow depth of field.

Grain is a result of high ISO values. To get more grain in a digital camera, set ISO above 1600. For film, use a high ISO/ASA film, 800 or above.
