What is the best Nikon Lens currently available to use for portraits? My current one doesn't take good ones at all. (15-55 mm) Thanks!

Actually you can take portraits using the 55 setting on your lens. My guess is you are not using proper portrait lighting and that the background is too close to your subjects

The Nikkor AF-S 50 mm f/1.8 is probably the best lens for you, but unless you know how to light your subjects, you will not see much difference between the two lenses

The best is probably their 85mm F/1.4, but I'd say that's out of your price range.

Your current lens (the kit lens) is actually pretty good for portraits, it covers some good focal lengths. (35mm and 50mm)
As Fhotoace said, your problem is your lighting. Look into natural lighting tutorials online, there's a lot you can do without having to buy expensive lights/flashes. You can do very good by buying a $30 reflector actually.

I'm not really into much portrait photography, I don't have a photo studio. I'm very much a natural light photographer, I do a lot of photoshoots with engaged/married couples and I never use flashes/lights, or even a reflector.
I shoot mainly with a 35mm F/1.4 or 50mm F/1.2, both are expensive but have cheaper alternatives from Nikon (35mm F/1.8 and 50mm f/1.8). The sun is a huge light source and is free to use, you can create a lot of great looks by utilising your natural light.
For example, here's some of my work done using only natural light:
