What kind of base and rings do i need for mounting my Remington 700 sps tactical?

I'm putting on a Nikon 3-9x40 Prostaff scope on it. Dimensions 12.3 x 3.0 x 3.0 approx.

1 inch rings, medium will probably be high enough. Also ring style must match the base you are putting on the rifle.
don't get super cheap rings.

My son has one of those in.308. He put a 20 MOA base on it is hopes of learning to shoot long range. You will a base that will fit the 700. You can use a standard one or a special one. The rings will have to be tall enough so that the scope does not contact the barrel. Midway USA has a chart that recommends a ring height for a given scope objective diameter. The rings will also have to be the correct diameter for the scope tube. The older/cheaper design scope tubes are typically 1" while most of the newer design/higher quality scopes use 30 mm tubes.
