I've got nikon 80d with 28-100mm lens. Can I use this one for nikon d 70?

All lenses compatible with the D80 are also compatible with the D70.
Since the lens is want now is called a FX lens, it can be used on both APS-C sensored cameras like your D70 as well as any of the Nikon 35 mm SLR (N80 included) and D3 or D700 dLSR cameras without any vignetting.
The D70 is not worse than a D80, it just has older technology and a sensor with a smaller pixel count.
