I'm a newbie, so maybe something a little user- friendly?
I'm deciding over Canon rebel T4i or samsung galaxy camera.
Best to stick with Canon, Nikon or Samsung.
Why don't you consider the Canon SX50HS / Nikon CoolPix P520?
Both of them feature a smaller 1/2.3" sensor but incredible image quality and every feature that you have asked for.
The camera also list at under $450, giving you plenty of room to acquire additional gadgets such as tripod, external microphone etc.

Hi, you need to go for the Canon Rebel T4i (also known as the Canon EOS 650D) as it's a great camera which will give you all the power and quality of a professional digital SLR camera but without the complexity if you set it to automatic and use it as a point and shoot camera. This is just what you want if you are just setting out in the world of photography.
To address your points above:
>price below $650 (not a must) - usually go for $625 - $699
>flip-out screen (must!) - It has this but some models do not so be careful. You may want to reconsider this aspect as when flipped out it's susceptible to easily being broken off!
>medium-high resolution - takes wonderfully crisp and clear images as long as you get the settings right or just use auto until you get used to it and let the camera do it for you - I did this when I first bought my Canon EOS 30 and it worked really well.
>dlsr with hd videos the Canon Rebel T4i takes HD video footage as well as stills.
Has settings such as [exceptional]:
>multiple exposure - yes it has this feature.
>continuous shots - yes it has this feature, between 5 and 7 frames per second.
>self timer - yes it has this feature.
>stabilizer - yes it has this feature.
>touch screen - yes it has this feature.
You also need to read some independent reviews and some reviews which have been written by the owners of the Canon Rebel T4i to get a good idea of what you are buying and to make sure it's right for you.
