Nikon D750 With Tokina 11-16mm f/2.8 would it work?
If not what "Ultra" wide angle lens would work?
I believe the Tokina 11-16mm is a DX format lens. As long as the lens properly IDs itself to the body, the D750 will do a DX crop to avoid vignetting.
For a full frame camera, consider the Tokina 17-35mm f/4 for a wide angle lens.

It will kind of sort of work, but not really. It is not designed for it.
The best ultra-wide lens available is Nikon's 14-24mm f/2.8. There's also 16-35mm f/4VR. What's your budget? On full frame, you really don't need to go so wide as 11mm, unless you want fisheye type lens. What are your needs?
