All of Nikons DSLRs take excellent photos - when used by the right person - including D3300. The skill with lighting and composition by the user is key - not the camera.
Even the most expensive camera can't correct for bad lighting or composition.
If the price is right - buy it and practice. Shoot, shoot, shoot.
The equipment you list is capable of excellent shots if you have the skills to do so. Like all wide range zoom lenses, you will have distortion. If you use Lightroom, you can easily remove the distortion with a click of a checkbox.
Darn thing will just sit there and not do a freaking thing about taking a good photo.
As you have already read, YOU are the one who has to have the skill and knowledge to produce a "good" photo. NO camera or lens is going to magically do it FOR you.
The Nikon D3300 with a 24-120 f/4G lens is an excellent camera; but how good or bad the images come out will depend on YOU, your knowledge, your experience, your skills and talents… But the camera and lens combination can't do the work for you.
It's a great camera and you should be able to enjoy it for years to come. IF you have an opportunity to take formal organized class… JUMP ON IT without hesitation! You will learn more than if you spent a many months experimenting with it. You know what else you MUST do? READ the camera's Instruction Manual and have your camera beside you so you can refer to it as you read. Read a few pages at night before falling off to sleep; read while sitting down to watch TV, during the commercial advertisements (do you Really watch and pay attention to those ads?)

What determines photo quality is the skill of the user. The camera and lens are only tools.
First off, define what is a "good photo." What's good for one person may not be good for someone else. Next you need to figure out what you want to do with it and whether the D3300 and 24-120 combo is good for that specific type(s) of photography.
The D3300 with the 24-120mm can no more make a good photo than a hammer can make a great house.
If you don't have the technical and artistic skills required, having the most expensive tools won't make a difference.
Buy the camera body that meets your technical needs. For example, if you need very high ISO performance, you'd be better off with a different camera such as the Sony A7S. If you need a camera for landscapes, you'd be better off with a camera like the Sony A7R II or a Pentax K-1.
For general stuff, the D3300 is more than adequate for any beginner. The 24-120 is a good all-round lens. Just be sure to get the newer version because the first one was considered to be a dog of a lens. Go to photozone.de to compare lens quality. Just keep in mind that just because it's a Nikon body or lens, doesn't mean anything, especially at this price range.
At the end of the day, any camera, even a home-made pin-hole camera, can be used to "take a good photo. " Making one is a whole other undertaking.
