On basis of quality and built which will win for aps-c cameras

You and I probably could never tell the results apart.
You can't even put both lenses on the same camera anyway.
And there's a non-L version and L version of the lens, so it depends.
I think it is more important to decide if you want to go with Canon or Nikon, rather than comparing their 70-300mm options. This is not a lens you would be using for sports photography anyway, so any minor differences in image quality would be acceptable for an amateur.
Look closely. Feel the texture of the plastic. Look at the switches.
I wonder those lenses are made by Canon and Nikon or a third party bulk manufacturer and just fitted with the right mount and branded.
It's not as if all the 18-55 lenses are all made by the same company is it?

That wouldn't explain why their optical designs are all the same, and all get the same reviews would it? Or why they all went IS at the same time.

Basically the best one for you is the one that fits your camera.
And the best APS-C sensor at the moment is the one in the D7000 and D5100.
And I say that as a (jealous) canon user.
It's apparent that the cameras are made by different companies. Just keep a close eye on the non-pro lenses.
