Manufacturer refurbished, does this sound right?

I just bought a camera off eBay, a Nikon d7100, listed as manufacturer refurbished in a white box with a Nikon sticker on it.

It works fine so far but it has over 7000 shutter actuations

Just wondering if that sounds right?

No. You've been taken. Was it a private seller or a store?
I bought a Nikon D5000 from Cameta and it only had 84 shutter actuations. 7,000 seems way high.
Did the seller have a 100 % rating? Did the box look sealed?
I could be wrong, but it doesn't sound right to me.

Refurbished means that the camera was returned on warranty by the original owner and Nikon (or somebody else) refurbished it. 7000 shutter activations is not out of the question. Nikon has released test results substantiating a shutter life of 150,000 activations. So your camera is a baby.

Manufacturer refurbished sounds great. It being sold at eBay isn't.
