Is it possible for my Nikon Quick Charger MH-23 to work but not blink?

I'm almost positive the charger is broken, but I'm looking for a shred of hope here.

The light doesn't blink when either of my batteries are in the adapter and it's plugged in. No problem with the outlet because I tried every single one in my house.

Is it possible that it's still charging regardless of no blinking light?

I would suspect the battery before the charger, but since you said two batteries would not charge, then I bet your charger is kaput.

It's easy enough to see if it is working. Simply discharge your battery - then attempt to recharge it with the charger - then see if the battery works.

But I bet it's bad.
