How to make car videos?
I'm a noob when it comes to things like this but am interested in learning. What kinds of equipment would i need? Techniques? Editing software?

Yes, you certainly can shoot video like the one on the link.
What you need is called a fluid head for your tripod, so no, you can't build one at home.

Top Gear uses professional 3-CCD video cameras, NOT dSLR cameras to shoot their episodes.
You may be able to see one from time to time during the episodes
I recommend you use a video program called Movie Plus X6 by Serif IT.
Experiment with it for a while, and so learn how to use it. This has everything you need to make a video, and even to "Burn" it on to a DVD disc, which can be used in any DVD player.
