How to access bulb mode on Nikon D5200?

When setting the shutter speed on the screen there's a circle with different speeds and there's a "b" mark which stands for bulb mode but when I scroll it won't select it it stops just before the "b" mark… Please tell me if there are other settings I must set in order to select bulb mode and make long exposure photos.

You must be in Manual exposure mode (M) to use bulb mode.

You also nee a remote release & a tripod. You can't lock the shutter down without a remote release.
