As far as i know there's no 18-300mm lens. Are you referring to the 18-200mm or the 28-300mm?
Both of them, at least the Nikkor versions, exist only with VR, there's no non-VR version for them.
Stay away from cheap third party 18-200mm or 28-200mm lenses, they are a waste of money.
Besides, if you could afford $1500 for a D300s, then you really shouldn't cheap out on the lenses. The quality of the lens is more imporant than that of the camera body.
