Yes because it's DX lens and the D3200 uses DX and FX lenses. It has an AF-S mount which means that it has an internal focusing motor which you must have because your D3200 doesn't have an internal focusing motor.
You can use any lens made by or for Nikon DSLRs on the D3200. The problem that you have is due to the lack of an internal focusing motor. Therefore, you can use any lens, but not all with auto focus. Because of this confusion, I normally do not recommend Nikon's D3xxx series of cameras. Why pay more for a camera with less features and capabilities. No one else does this to their customers.
