What's like the nikon d5100 but costs less?
Ok so i wanted the nikon d5100 but my mom says its too expensive, so any suggestions on a camera similar to the nikon between the price range of $300-$700.
Added (1). & must also have HD movie mode and 1080p resolution.
Maybe the Nikon D3100 ($700), but it is well worth saving your pennies to buy the D5100
A secondhand D90.It will be fine for you to learn on that, and any lenses you buy will work when you upgrade. Or D3100?
The D3100 is close.

Be aware that the purchase of a DSLR camera body with kit lens is just the first of a series of pricey investments. If $300-700 are your total long term budget, then you perhaps should reconsider if you really want a DSLR - because much of the point of a DSLR is to buy additional lenses for it, and these each can cost as much or more than the camera itself.
You would probably be stuck with the Nikon D3100 or Canon T3. Take a look at the DSLR shopping guide here:

It shows the different models and what is good/bad with each one. Also shows the Suggested retail prices for each.
