What white balance settings can give this effect? DSLR?
I own a Nikon D3000, and I want to achieve this vintage look with white balance settings, is there a particular option to give it this colour? Or can I use custom white balance or the RGB colour screen that comes up when I select a WB option to get the effect?

That just looks like a photo taken at dusk with no special WB settings. It may have used one of the preset WB modes that were wrong for the light at the time (daylight perhaps)

The blue cast is probably due to shooting in the shade with the white balance set to bright sun. This will cause the blue apparent blue shift.
This is where trying to use "settings" rather than understanding light, how to see it as well as understand the various colour temperatures and how the show up on the image is one of the most difficult things to learn after learning how to use the cameras light meter to produce accurate exposures every time you press the shutter speed
