What type of lens for Nikon D3100?

So I think I'm going to go ahead and get the D3100 this week which, as I'm sure you know if you're answering this, a 18-55 mm lens. I was looking at some package deals online that offer discounts on larger lenses but I'm not sure which one would be best for me, the 55-200mm f/4-5.6G ED IF AF-S DX VR Zoom Nikkor or the 70-300mm f/4.5-5.6G ED IF AF-S VR Zoom Nikkor…
I will be taking pictures of lots of things but specifically it will be used for cityscapes (day and night), landscapes, people (day and night) while moving and fire and emergency scenes during the day and night so there will be some action shots during the night as well along with flashing lights and flames. Not many of the pictures will be from a distance, the furthest shots I like to take are of cities and buildings (ex.nyc from across central park or Chicago across milennium part or from the fountain) and things like that. A friend has had good results with his 200 mm on a d40 with such things but I've never used a camera like the 3100 before. Any input is appreciated. Thanks.

Added (1). I mean I won't be taking closeups of buildings from blocks away. I was going to go with the 200 but I wanted to make sure that was the best possible choice. I like somewhat panoramic shots of buildings not particularly close ups of them. I can get a good shot of buildings in nyc from one side of Central Park for example with a point and shoot camera just not at night which i would like to do. I'm just not very knowledgeable about lenses and how they can alter a picture for better or for worse when used with certain settings and what not.

Added (2). Also, I put emphasis on which one would be better for emergency scenes too. I'm sure the 18-55mm will be good for street scenes with people in motion but i don't know how it would be on a fire scene or crash during the day or night with a 200 (or 300) mm.

The 55-200 mm may be a better lens for you, "… Not many of the pictures will be from a distance" So, you will not need a lens longer than 200 mm. Yet when you add, "the furthest shots I like to take are of cities and buildings (ex.nyc from across central park or Chicago across milennium part or from the fountain) and things like that", the 70-300 mm becomes more viable.

You are going to have to visit a camera store like B&H Photo in Manhattan and ask them which lens will work the best for 'shooting buildings from across Central Park
