Yes, for a beginner it's definitely a good camera. In fact, there are no "bad" DSLRs that are produced these days. It's not like the Point & Shoots. No matter which DSLR you choose, it's gonna do a good job if you know how to use it.
Also, the lens you stick in front of it is way more important if you want good quality images.

D3100 is the best price/performance model besides the T2i from Canon.

Well if you search for reviews and see how many people use them. I would say YES its pretty good.

But the question is will it do what YOU desire from it. And that is a question only you can answer.
