Is there a point to shoot camera that is better than Nikon d3100?

The only two that come remotely close are the Fujfilm X100 and Leica X1
the Nikon D3100 is an entry level DSLR camera with a sensor 15x larger than the average point and shoot sensor. That is where the quality lies. For night shots (assuming you want to be able to do hand held shots), you need a fast lens, such as the 50mm f/1.8 or f/1.4.
To buy a D3100 kit along with a 50mm f/1.4 lens, you will pay about $1100
the Fujfilm and Leica that I mentioned both have sensors that are of that size and fast lenses.

the Leica X1 is $2000
Physics means that the camera with the larger sensor is always better and this is effect is amplified in low light. This means the only compacts that can live with a D3100 (or any APS-C sensor SLR) are the Fujifilm X100, Leica X1, and Sigma DP1/2, as well as the CSCs such as the Sony NEX and Samsung NX.
Of course cameras with larger sensors, such as the Nikon D3, Canon 5D, 1D series, and Sony A850/900 and medium format SLRs will out perform a D3100, but these will be the only class of cameras that can.
