I want to buy a DSLR but for now my budget is a little tight?

I'm trying to decide between some of the entry level DSLRs. I need something above point and shoot cameras to capture some moments I've been missing. I've done some research on the Canon XSi, Pentax K-x, and Nikon D3100. I believe those are in the same price range and have some similar characteristics. My decision will be based on shutter speed, good quality with low light, frames per second, built quality, and lens selection. If you have any other suggestions please let me know.

Added (1). Well "Jim A", I definitely don't have 30 years of experience but if a lesson is what I wanted I would go to school. When I mentioned the good quality photos with low light I was referring to the ISO (sorry for not using the correct term). I know the lens plays a big role on this but some camera features also help on this. Did you misread my question or you just like to sound smart? By your experience you should probably know that some cameras do better than other cameras under certain conditions and I'm not talking about lenses. Different cameras might show more noise in the picture even when using to same ISO, or am I mistaking?
Next time stay on the topic or just don't reply at all. Just remember… Nobody likes an smart-azz.

I went for a Canon eos 500d. It a bit better than most entrylvl slrs. It has a max of 3200 ISO rating, sturdy build quality and has a large range of extra lenses because it's a Canon. I bought mine for just under 1000€. And that included the body, a standard 18-55 mm lens and a 55-250mm telelens both with imagestabilisation. It's also able to film at a max resolution of 1920x1080 (full hd)

You apparently don't understand cameras very well - that's evident by your "good quality with low light". Low light photography is tricky regardless of film or digital. There isn't a camera made that just automatically does well without enough light.

Low light is really a lens issue and has nothing to do with the camera body. If you're talking dslr then you're looking at a lens like the 50mm f/1.8 to shoot in low light.

Low light requires either a very large aperture with high ISO (producing noise) or time exposure.

The D3100 will have the best high ISO (low light photography) capability… It's not just about the speed of the lens. The Pentax K-x will have the best weather-proofing. Apart from that, the 'features' you want will be present 'across the board' within that price-bracket.
