I would like to buy a D-SLR camera and I'm unsure which one to buy. I have narrowed it down to 2 cameras. The Nikon D3100 or the Canon Rebel EOS T3. Which one should I get.

At entry level my answer is neither, Nikon 'cripple' their entry level cameras with limited functions, and Canon are old technology particularly in their sensors and have a distinctly 'plastic' feel to their build quality. They both carry the 'Canikon' tax, extra for image stabilisation in every new lens you buy and, in the case of Nikon having to buy the more expensive AF-S lenses if you want auto focus as well.

Probably the best value entry level DSLR, certainly the cheapest high quality system to buy into, is the Pentax Kr, they have All the functions, up to date sensors with some real advantages in low noise performance in low light, great build quality, image stabilisation built into the camera so you can use any K mount lens made since Pentax brought the K mount out in 1973. All will work as designed, all will be image stabilised.

The Nikon D3100 has a nice tutorial built into the camera if you are not familiar with using a DSLR that many beginners favor.

In-camera image stabilization simply does not work as well as in-lens stabilization. Both Canon and Nikon use in-camera stabilization for their inexpensive compact cameras, but change to in-lens stabilization for their DSLRs.

So buy a DSLR having DSLR technology rather than Point & Shoot technology.
